I have an average of around 3.2-3.3 because i messed around in 10th grade, and was wondering if that could be enough, my grades each year have been greatly improving and if i keep it going, will it be enough? Also what is a safe SAT/ACT score??

yeah u have a good chance. but you need to be able to pay 25,000+ a year
it's a public so it gives really bad financial aid. And unless your like a 4.0 student I doubt you'd get some really good scholarships
